How to cover up liquid nail so it does not bleed thru paint?

liquid nail was used to put up paneling over sheet rock, when paneling was removed the liquid nail was on the sheet rock, we sanded it down %26amp; put kiltz stain blocker over it then painted the wall, a year later it looks like we have water stains running down the wall were the liquid nail was.How to cover up liquid nail so it does not bleed thru paint?
If Kilz didn't do it, it must be sanded off.How to cover up liquid nail so it does not bleed thru paint?
I would put a skim coat over wall then you can use kiltz and repaint.
You might try a couple coats of shellac over the stains........this worked for me with some pesky oil stains. Maybe consult an industiral paint wholesaler for advice?????Good luck
